Cloud SQL Unable to change machine type

When trying to change the machine type of Cloud SQL db-n1-standard-4 to db-n1-standard-2 receive error: "Could not complete the operation".

Hello Ernie, 

To investigate further we need the following information items, to be sent via private message, for privacy reasons:

1. Project ID and instance name.

2. HAR capture when changing the instance type through Cloud console.

3. Instead, you may try upgrading by running: gcloud with debug flag. If this doesn't succeed, provide me with the output.
