i was restarted it just, but it still in starting, why?

In such cases, when your Cloud SQL instance gets stuck in a bad state and you no longer have control of it, the recommendable course of action is to contact Google Cloud Platform support. This can be done either by getting advantage of your support package, or by opening an issue with similar contents in the Issue Tracker.
