What is the fundamental limit that makes google to allow only 10k tables for 99.95% availability ?

I understand you wish to identify the particular issue which affects SLA coverage for Cloud SQL instances with 10,000 or more tables.

As found under Operational guidelines for MySQL instances, having 10,000 or more database tables on a single Cloud SQL instance could result in the instance becoming unresponsive or unable to perform maintenance operations. Thus, it is not covered by the SLA of 99.95% availability as the instance becomes prone to becoming unresponsive.

Although this document is titled for MySQL instances, please note that this covers all Cloud SQL instances regardless of database type.

I hope that this information has provided you with insight regarding this particularity.
