Unable to connect to SQL from vm with private SQL IP (but can with public IP)

Good day,

I followed all the tutorials and set up the SQL to use private IP, and for the VM to have a static IP4.

I can connect to the SQL DB from VM with the public IP and ssh files, but if I'd like to connect to SQL DB with the private IP it hangs in the terminal and gives this error:

ERROR 2003 (HY000): Can't connect to MySQL server on '10.63.16.3' (110)

My VM public IP is 35.229.127.69

HI Alexander,

I experienced this issue a few weeks ago in europe west2. It lasted for several hours but it hasn't reappeared. This was in the first week or so of transferring from public IP to public/private IP.

Hello Alexander, 

Connectivity to Cloud SQL instances on private IP addresses depends on private services access, which uses VPC Network Peering to connect your VPC network to a VPC network managed by Google. How did you set up your private services access? A step-by-step description would be appreciated. You may refer to the "Private IP" documentation page

Is this issue still affecting you? If temporary, how long did it last and during what time interval?
