PostgresSQL "Under maintenance"

I have a Cloud SQL instance that has been stuck in "Under maintenance" since I adjusted the CPU/memory a few hours ago. I'm not even able to edit or delete the instance. Does anyone know how I can correct this?

Can you provide me your Google Cloud project name and your Cloud SQL instance name in an email?
