PostgreSQL Cpu number or percentage?

Currently looking at an instance of cloud sql running postgres and the default dashboard showing CPU usage marks the Y-Axis as "Number of CPUs utilized," which frequently goes above the number of cpus on this instance (Instance has 1 vcpu but I'm seeing the graph go from 1 to 2). Normally I would think this is just some allowed peaking, but in my Stackdriver dashboard it shows the Cloud Sql CPU Utilization as a percentage of that same number (around 1.6%).

Any idea which of these measures is correct? Obviously only one of them is correct, and my current leaning is it should be labeled as a percentage as this server is under almost zero load.

In order to investigate this, could you email me (privately) your project ID, the SQL instance name and the screenshots of CPU usage graph from both Cloud Console and Stackdriver dashboard?
