can't create a new Cloud SQL instance?

I'm attempting to create a new instance.  I've tried several difference names, options, etc..., but on "Create", I get a yellow pop-up that says:

Could not complete the operation

What I am trying to create is:

- D2 instance of Mysql 5.6
- package billing plan
- preferred location == "Follow App Engine"
- activation policy == "always on"
- file system replication == "asynchronous"

That's pretty much it.  I don't know how to troubleshoot this further, since there is no more information provided by the console.

Try creating it with the SDK: gcloud sql instances create ... and see if it works that way? If it does not try adding --log-http in order to get useful debug information to report back to us (but make sure you remove the "Authorization" header and any private info).

The SDK, which you can get at cloud.google.com/sdk, is able to create instances. While we work to fix the issue with the Developers Console please use it to create instances.

I believe this issue is resolved. You should be able to create instances on the Developers Console again.
