I want to enable logical replication on Postgres instance to stream data change to Apache Kafka. Is there anyway to do this?

Logical replication is not supported for Cloud SQL Postgres. The Cloud SQL product team is aware of this feature request and I recommend you follow up on their progress by following the issue tracker.
