Hello my instance is restarting hours ago in the google cloud interface and I can not do anything.

Basically, my problem is that the instance of google cloud sql is restarting more than 4 hours ago, I can not stop it or start it.

In google shell I receive the following:

NAME TYPE START END ERROR STATUS
a6e58289-2861-446a-b46e-6f7410447a76 RESTART 2019-05-16T05: 31: 46.530 + 00: 00 T - RUNNING
