getting error 10060 when connecting to my Cloud SQL Gen 1 instance

It started around 9:30am Paris time (1hour and a half ago)
I have restarted the instance from the console, but the issue persists.
Looking at the logs, nothing was changed recently.
Is there anything I can do?
