Unable to connect to Cloud SQL from other cloud

I added IPV4 address 103.35.164.XXX to Authorize Tab of Cloud SQL instance

But from that IP address (Hosting), I am not able to do PDO connection to MySQL instance

Error!: SQLSTATE[HY000] [2005] Unknown MySQL server host

I tried restarting the instance but no success.

Could you show the exact error that you are seeing? From the given error, I could see that you may need to allow remote connections to your database in the server. Instance-level access control protects sql instances against unauthorized logins. You can visit stackoverflow [1][2] for further insights.
