Mysql Flags replica on failover Cloud SQL instance

Hi Team, 

I have a Cloud SQL instance with failover replica and i have seen differences in the MySQL flags between Master and Failover. If I would like to require to make any changes such "timezone" flags how can i replicate the same in the failover Cloud SQL instance? 

Note: Cloud SQL restricts to change anything on MySQL Flags in Failover Instance.

Requesting to please provide swift and best practice solution for the above issue.

Engineering is aware of this issue, and they are currently looking into it. Note there is currently no ETA for this fix.
