Is there any way to sign up to be a beta tester for SQL Server on Cloud SQL? I saw the announcement from early April 2019 and would like to give it a spin.

Cloud SQL on SQL server is currently in Alpha and you can request access here. However, please note that it is not guaranteed that early access will be given to every requester.
