Cloud SQL restart stuck

The mysql server has been restarting for 3 hours now, and I cannot do anything with it. Is there anything I can do to stop the operation and start the server again?

I believe you will have to contact the support team for this issue. You can do so by creating a Private issue on our Public Issue Tracker. Please make sure you create it as a private issue as support will be requesting confidential information about your Cloud SQL instance and Google Cloud Platform project.
