Using Google Cloud SQL for an MS SQL database (not MySQL)
Is there any way to empty a database so that I can restore a backup to it?
Or is the only way to create a new instance?

You shouldn't need to do that. Per the docs:
When you restore from a backup to the same instance, you return the data on that instance to its state when you took the backup.
