Is anyone experienced a 20 mins downtime of google cloud sql from Apr 13, 2:35pm(UTC) to 2:52pm(UTC)?

Checked my application's logs, from 2:35pm(UTC), there are logs of errors complaining "bad connection". and from google cloud sql monitoring, it was like the instance is down during that time. is there anyone experienced a similar situation?
