I am trying to find ways to migrate data from Microsoft SQL Server (hosted in the azure environment) to Google Cloud SQL (in GCP).

There is no tool currently in Google Cloud Platform that will do the migration from Microsoft SQL to MySQL. For this, I suggest to use any of the available public documentation that suits your needs to migrate from Microsoft SQL to MySQL (or Postgres). After you do this migration, you can follow this guide to import your data to Google CloudSQL MySQL. Notice that similar information is available for PostgreSQL by clicking on the proper tab situated below the title of the page aligned toward the right margin.

To address your second question, I won’t be able to discuss the limitations between Microsoft SQL, MySQL or Postgres.
