Unknown error when trying to create a new instance

We're trying to create a new Cloud SQL instance in us-central1 and us-west1 regions.

This is so far been failing for us on multiple instances with "an unknown error" without more details.

I can't find any reference for quotes that would limit us creating new instances.

Any ideas where to go?
