On the GCP infrastructure you must make sure you used one of the connection methods described in these articles [1][2]. One of the common methods is to whitelist the source IP address of the machine where the SQL client is installed [1] [3].
If you are running all the client connections from the same IP and you have whitelisted the address, then the issue is probably related to the configuration of your clients. You might find useful this video [4] that shows the streams necessary to connect to a Cloud SQL server from a PHP application or phpMyAdmin. I also found a 3rd party article that might help you to configure your WordPress connection [5].
I am not very familiar on how Microsoft SQL management studio works but it is possible that it tries to connect using proprietary authentication methods [6].

Hi Sajjad,
After further investigation, I do not believe you will be able to connect to Cloud SQL from Microsoft SQL Management Studio.
Apparently this tool does not allow native communication with MySQL servers. Some of the articles point to install an ODBC in the server but this would not be possible in Cloud SQL since it is a managed instance [1][2][3].
