Why can't I get the Layers Panel to work...?

I usually wouldn't ask, but I can't find any answers newer than 2015/16 anywhere on the interwebs ;c

Check out View layers information for up-to-date instructions

In general, be wary of the instructions in any non-official DevTools doc that is older than 6 months ;)
