Move a specific message id from spam to inbox

How do I move a specific message id from spam to inbox? It's a sizeable list (800 users) of the email being in their spam folder instead of their inbox.

Make a CSV file users.csv with a single column: email
email
Geth the Message ID of the spam.
Do:
gam csv users.csv gam user "~email" modify messages query "rfc822msgid:Put Message ID here" addlabel inbox removelabel spam doit
