thank you Jay - the task is just to transfer my files and ownership from a Gmail account to a GW shared drive. I share the top folder first then ran the GAM command.

I have used just five GAM commands on a new GAM installation:

gam user administrator print filelist select teamdriveid <sharedDriveId1> oneitemperrow

gam user administrator print filelist select id <folderId> oneitemperrow

gam user administrator copy drivefile <folder1Id> recursive copy subfiles true parentid <newSharedDriveId>
gam user administrator copy drivefile <folder1Id> recursive copysubfiles true parentid <newSharedDriveId>
gam user administrator copy drivefile <folder2Id> recursive copysubfiles true parentid <newSharedDriveId>`

Your copy from gmail.com to a shared drive could definitely be construed as some of these use cases.

thank you Jay - yes, strictly speaking they're copies.

Crikey! So they encourage you to upgrade to a google workspace account, so we bought the domain and paid the GW licence and got punished you for doing it. I don't understand.

Google has no way of knowing intent here.

I'd suggest sharing the drives with the Gmail account(s) and then moving the files into the shared drive using the Drive UI.
