Context:
I'm in the US for reference, specifically Mountain Time. Ever since migrating from Google for Business to Google for EDU, new users are defaulting to New Zealand timezone.
The only way to adjust this, is for the user to log into
calendar.google.com and pay enough attention to say yes to the prompt asking if they would like to update the timezone to their location.
We're a school and often invite students to events long before the log in. The impact is that now they will have emails that are slated for NZST, which is 19 hours ahead of the correct setting.
We've already verified every single setting in the dashboard, so it's not a configuration issue. Google support states that they acknowledge the issue as a bug, but stated they cannot prioritize a solution (or a single but of troubleshooting). It's been 3 months without a single bit of troubleshooting outside of verifying settings...

Can Google GAMADV manipulate the default TimeZone for an entire workspace or for all users?
Is there a solution to be found here?
