Change ownership of Google Classroom

We have an issue where a teacher left and we used GAM to change ownership of a classroom temporally until a permanent teacher could be hired.  Now that a teacher has been hired we want to change the ownership to the new teacher.  In gam we enter the following command and get the following error.

gam update course 497527279022 owner dhouston
Course: 497527279022, Update Failed: @PendingInvitationExists Someone has already been invited to take ownership of the course.

I can also do  
gam user us...@domain.com show classroominvitations 
to get a list of invitations and show the outstanding invitations.  I also try to delete the invitations and get the following:

gam user us...@domain.com delete classroominvitation ids NDk3NTI3Mjc5MDIyfDEwNzk1MDgzNzg4NjY1NzI4NTkwM1pa
User: us...@domain.com, Delete 1 Classroom Invitation
  User: us...@domain.com, Classroom Invitation: NDk3NTI3Mjc5MDIyfDEwNzk1MDgzNzg4NjY1NzI4NTkwM1pa, Delete Failed: @OwnershipTransferInProgress Ownership of this class is already being transferred

Has anyone else had this issue and been able to resolve it?  Any help would be greatly appreciated.

Update:
We ended up in a situation where there was no option available to transfer the class to another teacher. There was an option to "Revoke invite to own" but this fails with the error "This class is already being transferred to TEACHER NAME". The same error message is received if we attempted to remove this teacher from the Classrooms.

We opened a support case with Google. It took them just over a month, then the process became unstuck and we were able to use the Classroom GUI of the sending teacher to initiate a transfer to the new teacher.
If it's helpful our customer facing case is 57797499 and the internal case is 402216974.

Best guess is that when GAM says that the process is complete, it is still in motion.
In our instance, we had re-enabled a teacher's account, GAMed the transfer and disabled the teachers account...all with too small of a re-enable timeframe.
