"Drive Service/App not enabled"

Hello RS & Co!

First time running through GAM setup. In the initial pipeline, my slew of 38 APIs includes "drive.googleapis.com, Enabled (17/38)" and "drive.googleapis.com, Enabled (18/38)."

gam print users and gam print groups function as expected. 

gam print teamdrives throws this:

Getting all Organizational Units, may take some time on a large Google Workspace Account...
Got 13 Organizational Units
Getting all Shared Drives, may take some time on a large Google Workspace Account...
User: john....@lexcorp.com, Drive Service/App not enabled
User,id,name

As a researched fix, I've been cycling through gam update project and gam oauth create, seemingly to no avail. 

gam oauth info reveals, among other things:

  https://www.googleapis.com/auth/cloud-identity.userinvitations
  https://www.googleapis.com/auth/contacts
  https://www.googleapis.com/auth/directory.readonly
  https://www.googleapis.com/auth/ediscovery
  https://www.googleapis.com/auth/userinfo.email
  https://www.googleapis.com/auth/userinfo.profile

ALL THIS is to say: it seems that the connection between GAM and the drive API either DNE, or is faulty. Have you seen this before / know of any handy documentation that might unstick me here?
