Change drive sharing permission to a Target Audience or another Google Group

Hi All,

We need to update drive sharing permission for all our files(maybe millions) shared internally with everyone with a link to a specific target audience we have defined for each of our OUs.

Is it possible to achieve it via GAM? My understanding was that the target audience isn't supported by GAM yet. Any leads would be appreciated.
