One possible reason for such error message would be the disabled G-Suite access to the Google Developers Console service.

Check in your GSuite Admin console Apps -> Additional Google services if Google Developers Console is enabled:

Strange, I do not see it their either...  Try this...

Enable API access

To verify that API access is enabled:

  1. In your Google Admin console (at admin.google.com)...
  2. Go to Security > API reference.
  3. Make sure the Enable API access box is checked.
  4. At the bottom, click Save.

Google says this is a known bug which should be fixed Monday 7/23:


Description:
After reviewing the information you provided, we believe that you may be affected by a known issue where the Google Developer Console setting in the Google Admin Console is missing and/or see an error in the Google Cloud Console stating when creating new Cloud projects that "Google Cloud Platform service has been disabled.  Please contact your administrator to restore service in G Suite Admin console".

We are replacing the Google Developer Console setting in the Google Admin Console with a new Google Cloud Platform application.

As we migrate to the new application, the setting will be in a frozen state. Neither the Google Developer Console, nor the Google Cloud Platform applications will be visible from admin console.

The replacement Google Cloud Platform application will become available by July 23.

A workaround at this time exists:

If an admin wants to disable project creation for a user, they may remove the user from the Project Creator role in their organization.

If an admin wants to enable project creation for a user, a user can use a consumer account to create a new project, and then add their Cloud Identity user as an owner.

The project can then be imported into the organisation.

For me, I figured I'd just wait till today after the UI change.  The add still isn't working so I'll try tomorrow.  I asked them to leave the ticket open till Tuesday.

Try looking for and enabling the "developer console" setting now. In the next day or two it will actually switch over to the new name but you can flip the setting now so you can create projects.

i was lucky then... i had the missing console issue and the 21st the console showed up, i enabled it and activated gam without issues... seems some users are still battling to create projects... keep watching for the damn console to  appear in the services, enable it for all (for now at least) and validate gam asap, then if the console breaks again you are already safe (you still need to add yourself as project creator to be able to add the gam project to the domain)
