Running command, getting "Service not applicable/Does not exist" for each user

I'm running my command for matching users' contacts for a contact with a particular phone number and name, and for each user I'm getting this error:

I'm not sure how to check GAM's connection to our account.

Do these steps to make sure the project and authentication are up to date.

gam update project

gam oauth create

gam user us...@domain.com check serviceaccount

I updated my perms and that last step for checking the account passed 100% - but now my command is getting this error:

Here's my contact command to output matched contacts into a CSV:

gam config csv_output_row_filter "phones.*.value:regex:.*814.*555.*5555.*" redirect csv ./OldNumberContacts_Phone.csv all users print contacts fields phones
