How to change parent folder Googl Drive

Hi team 
Is there any way to change parent subfolder Google Drive from us...@domain.com to folder of us...@domain.com and make user2 as editor automatically ?

I'm not clear on the question; do you want to take a folder that user1 owns and put it inside a folder that user2 owns leaving user1 as the owner and user2 as an editor?
