Goal: move a large folder hierarchy from normal drive to a Shared drive

IIRC, to move files into a Shared drive you need to be the owner. The files in this folder are owned by many people, so moving would need coordination by many people.

Is there a gamx command or script someone's written that can take a folder id and recursively change the owner of all files therein?

Alternatively, is there an easier way that I'm not thinking of?

The sooner you fall behind, the more time you'll have to catch up.

If you’re a G Suite admin, just use the admin permission that allows you to move folders to a Shared Drive. See
