Probably not, these settings are not available via a Google API, thus GAM can't help.

Just to confirm, it looks like copyRequiresWriterPermission is the setting name that returns from gam, but uses the opposite permission of viewerscancopycontent. Is this correct?

In GAM you can use either keyword

viewercancopycontent true == copyrequireswriterpermission false

viewercancopycontent false == copyrequireswriterpermission true
