Creating filters for all users

Good afternoon, 

I am trying to create a filter for all users that will end an email from one of the communication mailboxes to the Inbox or the category:Primary.   Some of these messages go to the Promotions category so users do not see them. 

GAM does not seem to recognize category, only label.  

You can create a filter to use the "Catergorize as" but it does not work in the command line. 

Is there a way to do this in GAM?

Categories are just labels, e.g., CATEGORY_SOCIAL.

I discovered my issue.  The Category has to be upper case.

For example 

label "Category_Personal"  will create a label called Category_Personal

label "CATEGORY_PERSONAL"  will create the filter with "Categorize as Primary"
