Initial setup - Project Creation - ERROR: 400: Precondition check failed

I've been searching around for a while before posting but haven't been able to find a solution yet.

I'm doing an initial setup for GAM version 4.12. I successfully authenticate but the project creation fails with this error:

Authentication successful.

Creating project "GAM Project"...

ERROR: 400: Precondition check failed. - failedPrecondition

I tried again using the command "gam create project" with the same result, of course.

Does anyone have a suggestion for further troubleshooting?

I'm just posting a quick update. I probably missed it in the setup instructions but I hadn't enabled the developer console. I'm just posting this in case someone runs into this in the future so they'll have some guidance.

Go to the admin console > Apps > Additional Google Services > Google Developers Console

I enabled this just for our IT Department organizational group.

I have enabled the console developer service for one OU in which my Admin user is located, but I get the same failure. Did it take long time before you could create the project?

I have installed GAM and created new project in our test domain.
