Disable device and wipe all data

I'm trying to disable 5000 devices for a refresh but when I do the data and user profiles remain on the Chromebook. Is there a way for gam to disable with the factory reset option? I'd like to do this so if opened again it'd reenroll and the lock message will display letting the user know the return instructions and the data would all be removed during transit to the shredder vendor providing maximum security.

Is there a way to do this by deprovisioning, or would the lock screen message not show up?

Here's what I'm using:

gam update cros <device ID> action disable
