"Rate Limit Exceeded" when attempting to create GAM Project

I'm attempting to create a Project for GAM, and am getting "Rate Limit Exceeded" regarding the Activities (bottom-right corner of console).  I haven't even done anything yet... I've logged in, gone to the console.developers.google.com, Created a new Project, named it, and attempted to create it... error.

Is there a Rate Limit on ALL API calls, and other admins/users have potentially used up all of the daily quota?  

Can I get around this error?

Yeah, Google seems to be limiting the creation of new projects. You can request an increase here: https://support.google.com/code/contact/project_quota_increase

A quick survey suggest that if you have a billing account connected to your developer's console that it's fairly straightforward to increase the quote, if you haven't then it gets declined quite frequently.
