Getting this:
This Linux distribution uses glibc 2.28
Using GAM compiled against glibc2.27

Checking GitHub URL https://api.github.com/repos/jay0lee/GAM/releases for latest GAM release (unauthenticated)...

Getting file and download URL...

ERROR: Attribute: browser_download_url for linux-arm64-glibc2.27.tar.xz version latest not found

How can i fix this?

I would recommend using GAM in a Google Cloud Console shell instead.
Then it will be basic debian and everything will work, and you will not be limited by the hardware of the Chromebook.

Yeah, the wiki says it supports Chromebooks with ARM processors but I haven't found a reliable automated method to compile them on ARM just yet.

On top of Kim's suggestion, you may want to look at installing in Google Compute Engine, either as well as or instead of Cloud Shell. I found that some commands will time out in the Cloud Shell, esp if your Chromebook locks. In GCE I use the 'screen command' to allow GAM commands to run in the background. It will also allow you to set up scheduled events.
