API for customEmojis

Hey Ross/Team,

Any chance GAM will eventually leverage the customEmoji API to be able to bulk list/delete Emojis. An organization I was working with unfortunately had this setting left on for their students and as you can imagine they had their fun with it!

Done. You need to do gam user jay update serviceaccount and enable [*]  3)  Chat API - Custom Emojis (supports readonly) so the project can build.
