Auto License un-assignment is not allowed

Good morning,
I am using the following command
gam csv licenses.csv gam user ~primaryEmail delete license 1010020030
This should remove the Frontline License from each user in the csv file (only 4 at the moment)... and I am getting the following error for each user.
Auto License un-assignment is not allowed
Previously the orgUnit was set to Auto-Assign the Frontline License, but I removed it, so now Auto License Assignment for the orgUnit is off, so my question is...
Do I have to wait longer? Or can I not remove the only license assigned to a user through GAM?

Nevermind... I guess I should double check instead of assuming... the orgUnit was not the same for some of the users (the ones I just happened to use for testing). We are all good here! Move on, nothing to see.
