gam delete chrome policy

I have some sub OUs with policies set for a specific extension. The problem I am having is because I don't have a root ou assignment for that extension it tells me the following when I attempt to delete them: 

Delete Failed: Install Type can only be inherited if it is configured in a parent Organizational Unit. The following app(s) are violating this: chrome:{extension_id} 

What I have tried: setting a root policy; this allows me to delete the policies succesfully, but sets them as Default in console which doesn't remove them from the console like I was hoping to and allows installs, default should be block. 

Is there a way to delete all invididual policies for an extension and just let the global policies do their thing? Or maybe delete the sub policies and then manually delete the root policy? Maybe I am just using the wrong command. (gam delete chromepolicy chrome.users.apps.InstallType ou "/User Group A" appid chrome:{extension_id}

It seems like you've got the soulution:

setting a root policy;

delete the sub policies and then manually delete the root policy?

Thanks! This might just do the trick. I did find something really interesting, changing install type for an extension to NORMAL which now I realize itsnt an option, force installs it. Maybe it's dependent on my other configurations but interesting affect.
