New Install [WinError 10060]

I started getting this error [WinError 10060] last year and was advised to just delete GAM project and oauth from Google Admin and start again. 

I have attempted this today and got to the stage where you need to enter your client ID and Secret. After entering the secret I get this error:

ERROR: [WinError 10060] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond

Does anyone have any suggestions?
