ERROR: 412: conditionNotMet - User creation is not complete. when creating a user as I always have?

Hi folks,

I've been using GAM for years, and have many google sheets with GAM formulas to make life easy for things like account creation, calendar sharing, group assignments, etc. 

I just updated to GAM7 today, and now when I create a user using the same command that I have for ages, I get the error : ERROR: 412: conditionNotMet - User creation is not complete.

Directly after account creation, I have commands that assign the user to several groups, and give access to some calendars, that complete without error. If I go into Google Admin, the user is there, and nothing seems to be amiss... Any ideas what the error is all about? I just want to make sure it's not going to bite me later.

Below is the command I generally use, with made up username and pass:

Command:

gam create user 'suser' firstname 'Some' lastname 'User' password 'aRand0mSecureP@ssw0rd!' changepassword off org 'Faculty'

Terminal response:

User: su...@northcountryschool.org, Created

ERROR: 412: conditionNotMet - User creation is not complete.
