Hello,
The latest version can be used to set a user's language. I tried on myself to e.g. set French. Gam command completed succussfully.
I logged out, wait a bit and log back in - my language is still English.
Where does this change apply? In Gmail and in my account.google.com there is still English

You want: gam update user myu...@mycompany.com language fr+
The + makes the language preferred and then the admin console will show it.

The command without "+" just appended the FR language as not a preferred one but just a second language
