Calendar invitation setting

We have had a few recent incidents of calendar SPAMming (where outside folks send events that are automatically added to our calendars).  There is an individual setting for this (below), but we want to set this globally to 'Only if the sender is known'.

There is an Admin console setting and the KB says (https://support.google.com/a/answer/10985109?hl=en) that this should affect existing users, but it doesn't seem to - only new users.

Is there a GAM setting I can use to push this to all users, even if it's in a batch?

There is no API support for this setting as far as I know, thus GAM can't help.
