I removed all my projects with the same result, is the allotted project quota  one for all super user administrator on domain ?

If not what can I do to resolve?

The real error is:

The project cannot be created because you have exceeded your allotted project quota.

There's not much GAM can do here if Google won't let it create a new project. You can try reusing an existing project with "gam update project" or you can contact Google support to see if they can raise your project quota and/or purge the projects you deleted on a faster timeline.

I'll contact Google Support to purge the projects I deleted.

I'll update this conversation with the result to help someone else.

You've been phenomenal, patient with me who couldn't follow you very well, due to understanding the American language, but you found a good method of interaction via 

chat that allowed us to solve not only the client-side problem but also the other cloud shell side that was pointing me to error 404 (dealt with in another discussion with Jay Lee - this one) 

and pointing both installations and configurations to the same project.
