Could you provide more information about the spam report you are looking to have? If this is about the Google Developers Console, what kind of spam are you talking about and how did you imagine it reported within the console.  If this instead is regarding the Google Apps Admin Console, I would recommend sending your questions to the Google Apps for Work forum and checking out the Google Apps Administrator Help Center.
