How to globally set Transaction Isolation level to READ-COMMITTED ?

We can't use

SET GLOBAL tx_isolation = 'READ-COMMITTED';
SET GLOBAL binlog_format = 'ROW';

Because even root don't have the special permission required for these actions

Is there another way ?

We are using Gen1 going Gen2 soon.....
