Anyway create a system log of admins who have signed onto the app engine console ?

Hi Yun,
This currently does not exist. If you think this is a feature request that would be beneficial to make available, I would suggest posting it as an issue on our issue tracker (use the "type-Feature Request" template). Include as much information about the feature you want (who can see it, what is shown, etc), and someone from the team will look into it :).

do you know about the admin logs?

in the old GAE console you can find a link in the left side bar to the admin logs. I don't know if that is exactly the information that you are looking for, but it might be some of it.
