Over the last four days, I have been trying to set up a free billing account deploy a simple inventory management web app for my final year project (INTEGRATION OF DEPLOYABLE CLOUD SERVICES FOR STARTUPS Using GOOGLE CLOUD PLATFORM). 

All my attempts have not been successful, I kept receiving this message: 'correct this card info or try a different card'. 

I have gone to my bank for my billing address, yet it is not working, 

can someone help me out please thanks in advance.

However, your issue is more related to Billing Support. For this, you can contact sales/billing support.
