When can a app be filled with information

My app is my first and it's on GPS in publishing but I haven't put information for what the app for when and how do you do it.

Do you mean, you would like to have the ability to upload information to your site? This can be accomplished using a content management system (CMS). You may have a look at ButterCMS: A Headless CMS, or, depending on your needs, at a dedicated virtual machine such as "CMS Made Simple Certified by Bitnami" in Marketplace. Other solutions are equally possible. You should describe your use-case in detail, to enable more dedicated help.

So how do I put the information that the app is for how do I put it in as I haven't been able to the app is in publishing stage but it will be just blank as I've put no contents information

I'm trying to do it the easiest way as I'm doing it on a mobile so the easiest way so I can upload updates and keep information through the app and a website. So please which is the easiest way.

If you are looking for a solution that comes handy for mobile development, you may consider Firebase. Firebase gives you functionality like analytics, databases, messaging and crash reporting so you can move quickly and focus on your users. 

As mentioned, you'll have to program your application following your publishing and data needs. There are examples on the Internet, for instance "Firebase: User Sign Up, Login & Data Management".
