Dial TCP I/O timeout after increasing daily spending limit

We increased our daily spending limit after reaching our previous set value, after the increase our instances are once again running and responding.
However, any remote requests from a GAE instance always faults with the message dial tcp x.x.x.x:443: i/o timeout

Now our instances keep scaling up (and increasing in cost) and none are working as expected. We've tried to redeploy instances, also tried to deploy with different version names, same result.

Any help/suggestions?

There are quite a number of reasons why a timeout may be returned from App Engine. It may be a result of some network issues while trying to reach google apis. To determine specifically the root cause of the issue experienced on your application, I recommend that you open an issue using the issue tracker link[1][2]. This way a GCP Support engineer would be able to work closely with you, reviewing your application configuration and determine exactly what may be the cause of the timeout.
